According to the regulations, Vietnamese citizens who are 14 years old or older must pay the Citizen Identity Card fee when applying for a replacement or reissuance of a Citizen Identity Card.

Fee Exemption Cases
- Reissue of a citizen ID card when the State prescribes changes in administrative boundaries;
- Reissue of a citizen ID card for citizens in Vietnam who are parents, spouses, children under 18 years old of martyrs; wounded soldiers, persons entitled to policies equivalent to wounded soldiers; children under 18 years old of wounded soldiers and persons entitled to policies equivalent to wounded soldiers; sick soldiers; citizens residing permanently in border communes; island districts; ethnic minorities in communes with exceptionally difficult socio-economic conditions; citizens belonging to poor households as prescribed by law;
- Reissue of a citizen ID card for citizens under 18 years old, orphans of both parents, with no place to depend on.
Non-fee Cases
- Citizens aged 14 and above applying for a citizen ID card for the first time;
- Reissue of a citizen ID card (when citizens reach 25, 40, and 60 years old);
- Reissue of a citizen ID card when there are errors in the information on the card due to a mistake by the citizen ID management agency.
