The database of civil servants, public employees, and employees of the Ministry of Home Affairs is information collected from the resume form issued with Circular 06/2023/TT-BNV of each individual civil servant, public employee, and employee; organized into a structured collection of information to update, access, exploit and manage through information technology equipment.

The management and exploitation of the database of civil servants, public employees and employees of the Ministry of Home Affairs must comply with the following principles:
- The database of civil servants, public employees, and employees of the Ministry of Home Affairs is stored and managed uniformly at the Ministry of Home Affairs; The right to update and exploit information is granted in accordance with the responsibilities, duties, powers, and purposes of use of each civil servant, public employee, and employee.
- The Ministry of Home Affairs' database of civil servants, public employees, and workers must meet the requirements of updating, using, and exploiting information 24/24 hours a day, except for temporary pauses.
for maintenance and upgrading (with specific notice).
- Relevant information about civil servants, public employees, and employees while working at the Ministry must be updated fully, promptly, and accurately in real time.
- Each civil servant, public employee, and worker is provided with 01 account to access the Ministry of Home Affairs' database of civil servants, public employees, and workers; They are responsible for declaring personal information on the Ministry of Home Affairs' database of civil servants, public employees, and employees and promptly updating changes in personal information.
- Only people with management authority or granted access rights are allowed to use and exploit the Ministry of Home Affairs' database of civil servants, public employees, and employees.
- Units according to decentralization regarding the management and use of civil servants, public employees, and workers, are responsible for urging the timely, accurate, and complete updating of existing personal information in the database of civil servants, public employees, and employees of the Ministry of Home Affairs.

Follow the provisions of Article 8 of Decree 47/2020/ND-CP and take other actions according to relevant laws.
Article 8. Prohibited acts
1. Obstruct connection, rights to connect and use data legally of agencies, organizations and individuals as per the law.
2. Sell, trade or exchange data against regulations and law.
3. Violations against regulations and law on intellectual property, personal information protection rights upon connecting and sharing data.
4. Falsify data during transmission from agencies providing data to agencies utilizing data.
5. Destroy information infrastructure interrupt connection and data share.

Confidentiality and information security for the Ministry of Home Affairs' database of civil servants, public employees, and workers are specifically as follows:
- The database of civil servants, public employees, and employees of the Ministry of Home Affairs is stored and kept confidential, ensuring information security and safety according to the provisions of the law. Construction and exploitation comply with the Party's regulations and relevant laws; regulations on the management, connection, and sharing of digital data by state agencies; regulations on protecting privacy, personal secrets, family secrets, and other relevant laws.
- Data of civil servants, public employees, and workers must ensure timely and accurate updating of information related to civil servant, public employee, and employee records when there are changes; managed according to access restrictions and encryption of some information fields to ensure confidentiality and information security in staff work. Determining data access restrictions is carried out in accordance with the Party's regulations and laws on civil servants, public employees, and employees.
