Regarding this matter, Thu Ky Luat has some exchanges as follows:
KT3 is referred to as the long-term temporary residence book (with indefinite duration) in a province or centrally-run city different from the place of permanent residence registration.
Article 30 of the 2006 Residence Law stipulates as follows:
"1. Temporary residence registration is the act whereby citizens register their place of temporary residence with the competent state agency and this agency carries out the procedures for temporary residence registration and grants them the temporary residence book.
2. Persons living, working, laboring, or studying at a location in a commune, ward, or commune-level town that is not eligible for permanent residence registration in that locality must, within thirty days from the date of arrival, register for temporary residence at the police office of the commune, ward, or commune-level town.
3. Persons registering for temporary residence must present their identity cards or papers with confirmation from the police of the commune, ward, or commune-level town where they have registered their permanent residence; papers proving the ownership or use of the dwelling; submit a notice of household and personnel changes, a personal information declaration; in cases where the legal residence is rented, borrowed, or allowed to stay by an individual, it must be approved in writing by the lessor, lender, or the one allowing to stay.
4. The head of the police office of the commune, ward, or commune-level town must, within three working days from the date of receiving all the documents stipulated in Clause 3 of this Article, issue a temporary residence book according to the form prescribed by the Ministry of Public Security.

According to the provisions of the Amended Residence Law 2013, the temporary residence book is granted to households or individuals who have registered for temporary residence, determining the temporary residence place of citizens and is valid for a maximum of 24 months. If the temporary residence period expires and the family or individual continues to stay, the family representative or individual must come to the police office where the temporary residence book was issued to carry out the procedures for renewing the temporary residence; the maximum duration of each renewal is not more than the remaining validity of the temporary residence book. If the temporary residence book expires and the household or individual continues to stay, the household representative or individual must come to the police office where the temporary residence book was issued to carry out the procedures for reissuance.
Thus, when living and working in a different province or city from the registered permanent residence, you are required to register for long-term temporary residence (KT3). This temporary residence period is only limited to 24 months. If an extension is needed, it should be registered at the Police Office.
