When you reside permanently at a certain place, you must register for permanent residence at the local authority. You will be issued a household registration book, commonly referred to as KT1.
When mentioning KT1, you can understand that it is the permanent residence household registration booklet issued to a household or individual who has registered for permanent residence and has the validity to determine the place of permanent residence of citizens. Permanent residence means residing in a long-term manner and is clearly stated on the citizen identification card concerning the place of registered permanent residence.
Each person is only allowed to register permanent residence in one place, and the registration of permanent residence in a province or centrally-run city must meet certain conditions as follows:
According to Law on Residence 2006:
" Article 19. Conditions for permanent residence registration in provinces
Citizens who have legal accommodations in any province are entitled to register permanent residence in that province. In cases where the legal residence is rented, borrowed, or provided by an individual, the consent of the landlord, lender, or host in writing is required.”
According to Amended Law on Residence 2013:
" Article 20. Conditions for permanent residence registration in centrally-run cities:
Citizens in the following cases shall be entitled to register permanent residence in centrally-run cities:
1. Having legal accommodations; in case of registering permanent residence in district or district-level town of the centrally-run city, they must have lived temporarily in the city for at least one year; in case of registration in a district of the centrally-run city, they must have lived temporarily in the city for at least two years;
2. Being permitted by the household registration owner to be included in their household registration book in one of the following cases:a) A wife living with her husband; a husband living with his wife; children living with their parents; parents living with their children;b) Persons of retirement age, people who stopped working due to loss of strength, persons who stopped working to live with their siblings;c) Persons with disabilities, persons who have lost their capacity to work, persons with mental illness or other diseases that cause loss of cognition or behavior control, living with their siblings, uncles, aunts, guardians;d) Minors who no longer have parents or whose parents cannot raise them, living with their grandparents, siblings, uncles, aunts, or guardians;e) Single adults living with their grandparents, siblings, uncles, aunts, or guardians;f) Grandparents living with their grandchildren;

- Notification of changes in household, personal information;- Personal information declaration (in cases where a personal information declaration is required);- Household registration transfer document (in cases requiring a household registration transfer document specified in Clause 2, Article 28 of the Law on Residence);- Legal accommodation proof documents.
Additionally, we must distinguish KT1 from other similar concepts as follows:
- KT2: Long-term temporary residence registration within the scope of a province or centrally-run city- KT3: Long-term temporary residence in a province or centrally-run city different from the place of registered permanent residence- KT4: Short-term temporary residence in a province or centrally-run city different from the place of registered permanent residence
