According to Article 6 Decree 49/2024/ND-CP, essential information for grassroots information includes:

- Information about the guidelines, policies of the Communist Party, laws of the State, regulations of the local authorities, and important events related to the local people.

- Information related to the local people:

+ Information about projects, economic development programs, culture, and social welfare in the locality;

+ Information related to politics, economy, culture, society, and scientific, technical, and technological knowledge serving the socio-economic development of the locality;

+ Information related to security, order, social safety, and military activity in the locality;

+ Information on disaster prevention, search, rescue; fires; emergency services, epidemics; disasters occurring in or affecting the locality;

+ Information about exemplary individuals, good deeds, new factors, and advanced models in various fields;

+ Information on measures to combat illegal activities and negative social phenomena;

+ Information on products and services necessary for production and daily life of local people.

- Other information as stipulated by the law on information access and the law on grassroots democracy implementation.

3. What are the principles of operation for grassroots information in Vietnam?

The principles of operation for grassroots information in Vietnam are regulated in Decree 49/2024/ND-CP as follows:

- Information must be timely, accurate, public, transparent, and suitable to the level and needs of the people in each region, especially in ethnic minority and mountainous areas, remote areas, border areas, and islands.

- Serve the direction and administration work of local party committees and authorities.

- Ensure the implementation of the propaganda policy of the Communist Party and the State, providing essential information to the public.

- The people are ensured equality and non-discrimination in exercising their right to access information.

- Respect the contributions of the people; receive feedback information and the response content from competent agencies, organizations, and individuals regarding the people’s feedback.

- Comply with laws ensuring security, order, public safety, protecting state secrets, and ensuring the legitimate rights and interests of agencies, organizations, and individuals.

4. What are State policies on grassroots information development in Vietnam?

According to Article 5 Decree 49/2024/ND-CP, the State policies on grassroots information development are as follows:

- The State ensures the necessary resources for grassroots information activities.

- Enhance the professional capacity, propaganda skills, technical, technological, and digital transformation skills for those participating in grassroots information activities.
