What is a consolidated document?
A consolidated document is a term referring to a document formed after merging the amended, supplemented document with the document being amended, supplemented. A consolidated document gathers the amended, supplemented contents from the amended, supplemented document of certain provisions of the previously issued document into the document being amended, supplemented according to the process and technique prescribed in the Ordinance on Consolidation of Legal Documents 2012.
How is the legal value of a consolidated document determined?
According to regulations, a consolidated document is officially used in the application and enforcement of the law. However, the consolidation of documents does not alter the content or the effectiveness of the consolidated document. Besides, the consolidated document is not part of the system of legal normative documents according to the Law on Promulgation of Legal Documents 2015.
Thus, it can be understood that a consolidated document is a type of document with usage and reference value during the process of applying and enforcing the law, the consolidated document does not alter the effectiveness and legal value of the documents being consolidated.

How to handle errors in a consolidated document?
Errors causing the consolidated document's content to differ from the consolidated document: Apply the regulations of the consolidated document.
If an error is detected in the consolidated document, the agency, organization, or individual detecting the error sends a recommendation to the agency performing the consolidation to promptly handle; in cases where it is impossible to determine the agency performing the consolidation, the recommendation should be sent to the Ministry of Justice, which will immediately notify the responsible agency to handle the error.
Time limit for handling recommendations: Within 5 working days from the date of receiving the recommendation, the agency performing the consolidation cooperates with the Official Gazette agency to handle errors in the consolidated document and carries out the correction in the Official Gazette according to the laws on the Official Gazette.
Note: The consolidated document with handled errors must be posted on the electronic Official Gazette and the agency's information portal.
