On August 12, 2015, the Government of Vietnam officially promulgated Decree 66/2015/ND-CP stipulating regulations on Aviation Authorities.

Article 4 of Decree 66/2015/ND-CP stipulates that the aviation authority is permitted to implement urgent measures in the following civil aviation activities:
- Decide on the temporary suspension of flight operations at airports when necessary due to natural disasters or airport emergencies;
- Suspend the activities of aircraft operators, specialized aviation service providers; suspend flights; suspend the operation of aircraft, specialized aviation equipment, and vehicles in cases of aviation safety or security threats;
- Suspend aviation staff in cases of violations of aviation safety and security regulations or disruption of aviation traffic operations;
- Direct aviation units to implement other urgent measures to serve national defense, security, or national emergencies.
Additionally, the aviation authority has the right to issue directives and orders to ensure compliance with aviation safety and security regulations and to maintain coordinated operations of the air transport system in the following activities:
- Operation, maintenance, and repair of aircraft;- Operation of airports and aerodromes;- Ensuring flight operations;- Air transportation;- General aviation activities.
The aviation authority controls the temporary closure of airports and aerodromes of the Airport Authority; implements the decision to close airports and aerodromes issued by competent state agencies.
