What does the TCVN/QS dossier include?

in Article 20 of Circular 25/2020/TT-BQP stipulating the types of dossiers of national standards in the field of military and defense (TCVN/QS), as follows:

Firstly, the TCVN/QS dossier includes:

- The plan for developing TCVN/QS issued by the Minister of Defense;- The outline for developing TCVN/QS;- Copies of documents as a basis for developing TCVN/QS;- The summary, explanation, and reception of opinions; copies of opinions from agencies and units concerning TCVN/QS;- The acceptance record of TCVN/QS from the main developing unit;- The finalized draft of TCVN/QS after acceptance;- The legal and technical appraisal dossier (if any);- The appraisal document from the Standard-Measurement-Quality agency of the main developing unit;- Official Dispatch requesting appraisal from the Standard-Measurement-Quality agency of the main developing unit;- The appraisal record of TCVN/QS from the Department of Standards-Measurement-Quality; the appraisal document from the Legal Department of the Ministry of Defense;- Documents explaining and receiving appraisal opinions; the draft TCVN/QS completed by the main developing unit based on appraisal opinions;- The submission for issuing the Circular promulgating TCVN/QS;- The draft Circular promulgating TCVN/QS.

Secondly, the dossier requesting the appraisal of TCVN/QS is implemented according to the provisions at points a, b, c, d, dd, e, g, h, and i, clause 1 of this Article.

Thirdly, the dossier submitting for the issuance of TCVN/QS is implemented according to the provisions at points k, l, m, and n, clause 1 of this Article.

Fourthly, the dossier requesting the abolition of TCVN/QS includes:

- The TCVN/QS proposed for abolition;- The document requesting the abolition of TCVN/QS from the main developing unit, including the statement (reasons, legal basis, scientific basis);- Opinions from relevant agencies and units on the abolition of TCVN/QS during the review process and other related documents (if any).

Fifthly, the TCVN/QS archive dossier includes the documents and materials as defined in clause 1 of this Article. The TCVN/QS dossier is archived at the Department of Standards-Measurement-Quality and the Standard-Measurement-Quality agency of the main unit under the Ministry of Defense in accordance with the law on archiving.
