Article 7 of Circular 42/2010/TT-BLDTBXH stipulates that the dossier for the appointment of a vocational college principal comprises 01 set, including:

- The proposal for appointment submitted to the authority for decision, according to Form No. 1 issued with this Circular;

- Minutes of the key personnel meeting, according to Form No. 2 issued with this Circular;

- Minutes of the inter-agency meeting recommending the appointment, according to Form No. 3 issued with this Circular;

- A self-declaration curriculum vitae of the proposed appointee, according to Form 2a-BNV/2007 issued with Decision No. 06/2007/QD-BNV dated June 18, 2007, of the Ministry of Home Affairs on the issuance of the official dossier components and official dossier management forms; asset and income declaration, according to Form 1 issued with Decree No. 37/2007/ND-CP dated March 9, 2007, of the Government of Vietnam on asset and income transparency, and relevant training and educational certificates of the proposed appointee;

- Comments and evaluations from the collective leadership of the school/center regarding the proposed appointee, according to Form No. 5 issued with this Circular;

- Comments from the local party committee or government where the proposed appointee resides.

For personnel from other sources or the first appointment of a principal/director of a newly established school/center, the dossier includes:

- The proposal for appointment submitted to the authority for decision, according to Form No. 6 issued with this Circular;

- A self-declaration curriculum vitae of the proposed appointee, according to Form 2a-BNV/2007 issued with Decision No. 06/2007/QD-BNV dated June 18, 2007, of the Ministry of Home Affairs on the issuance of the official dossier components and official dossier management forms; asset and income declaration, according to Form 1 issued with Decree No. 37/2007/ND-CP dated March 9, 2007, of the Government of Vietnam on asset and income transparency, and relevant training and educational certificates of the proposed appointee;

- Comments and evaluations from the collective agency or unit where the proposed appointee is working, according to Form No. 7 issued with this Circular;

- Comments from the local party committee or government where the proposed appointee resides.
