Circular 38/2015/TT-BLDTBXH stipulates regulations on national vocational skills certificates, the issuance and management of the issuance of national vocational skills certificates issued by the Minister of Labor, War Invalids and Social Affairs on October 19, 2015.

Circular 38/2015/TT-BLDTBXH stipulates that national vocational skills certificates shall be reissued in cases of requests for amending certain contents recorded on the issued certificate due to changes or corrections in personal information of the certificate holder or due to the certificate being damaged, torn, or lost. The required dossier includes:
- A declaration requesting reissuance of the national vocational skills certificate as per Form 02, Appendix 05 issued with this Circular and 01 (one) color photograph with a white background, size 03 x 04 cm, in the style of an ID card of the person;- The previously issued national vocational skills certificate (except in cases where the issued certificate is lost) and a photocopy of the ID card or valid passport of the person for comparison;- In cases of changes or corrections in personal information, a certified copy of the document with the changes or corrections or a photocopy of that document (presenting the original for comparison if submitting directly) must be included.
Regarding the dossier for requesting a replacement of the national vocational skills certificate stipulated in Article 3 of this Circular for those who have been issued a national vocational skills certificate before May 15, 2015, it includes:
- A declaration requesting a replacement of the national vocational skills certificate as per Form 02, Appendix 04 issued with this Circular, and 01 (one) color photograph with a white background, size 03 x 04 cm, in the style of an ID card of the person;- The previously issued national vocational skills certificate and a photocopy of the ID card or valid passport of the person for comparison.
