Circular 35/2008/TT-BTC stipulates the application for assistance for fishermen to purchase new and build new fishing vessels as follows:

Fishermen eligible for assistance policies specified at point 1a, section I, of this Circular, meeting all the stipulated conditions, shall prepare a dossier requesting assistance as follows:

- A request form for assistance to purchase new and build new vessels with confirmation from the commune, ward, or commune-level town People's Committee about legal residence and engagement in offshore fishing activities (according to form No. 01 issued with this Circular).

- A notarized copy or confirmation from the commune, ward, or commune-level town People's Committee of documents including: registration for the circulation of fishing gear, vessel registration, fishing license for fishing vessels, or business registration for service vessels, valid insurance certificates for the vessel and crew accident insurance.

- Copies of documents related to the identification of the vessel's new 100% engine meeting the economic and technical standards as stipulated by the Ministry of Agriculture and Rural Development.

assistance is provided annually; fishermen requesting assistance for a particular year shall prepare a dossier for that year (one dossier per year).
