Recently, the Ministry of Home Affairs has promulgated Circular 11/2011/TT-BNV providing guidance on Decree 12/2011/ND-CP regarding organization and policies for the youth volunteers in Vietnam.
What does application for Establishing a Youth Volunteer Organization in Vietnam include? (Internet image)
According to Article 5 of Circular 11/2011/TT-BNV, the application for Establishing a Youth Volunteer Organization in Vietnam includes:
A document from the Youth Union proposing that the competent state management agency provides its consent to the establishment of the youth volunteer organization.
A document of approval from the same level Communist Party committee agreeing with the establishment and operation of the youth volunteer organization. For the central level, it is the approval document of the Central Organizational Committee of the Communist Party.
The scheme for establishing the youth volunteer organization includes the following contents:
- The type of organization to be established;
- Objectives, functions, and tasks of the youth volunteer organization;
- Structure of the youth volunteer organization;
- Resources and other necessary conditions ensuring the new youth volunteer organization can operate. This includes personnel, staffing, operational funding, working headquarters, and necessary equipment and means;
- The projected timeline for the operation plan of the youth volunteer organization;
- Recommendations from the agency constructing the proposal for the establishment of the youth volunteer organization (if any).
For the establishment of a Center or School for social labor education, in addition to the above contents, the proposal must also include written opinions from relevant central specialized management agencies, including: the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, and the Ministry of Finance of Vietnam. For local levels, it includes: the Department of Education and Training, the Department of Labor, Invalids and Social Affairs, the Department of Planning and Investment, and the Department of Finance.
Documents proving the conditions for establishing the youth volunteer organization as stipulated in Article 4 of Decree No. 12/2011/ND-CP.
