Circular 279/2017/TT-BQP has been issued by the Ministry of National Defense regulating the discharge of non-commissioned officers and soldiers serving in the People's Army.
According to the regulations in Circular 279, depending on the case of discharge either on schedule or before the schedule, the discharge dossier will be regulated differently, specifically:
1. Case of discharge on schedule:
- Military service history;- Military service health declaration form;- Military personnel form;- Work process review;- Discharge decision: 05 copies;- Other related documents (if any).
2. Case of discharge before schedule:
- Non-commissioned officers, soldiers with a service period of 01 month or more, if not eligible for active service, the discharge dossier is to be implemented following the regulations in Clause 1 above and accompanied by one of the following documents:- Health assessment report of the Health Assessment Council from the divisional level and equivalent or above, or the health assessment report of the Medical Examination Council of the competent authority concluding that the individual is not fit for active service.- Confirmation from the commune-level People's Committee and the district-level Military Command that the family is experiencing financial hardship.- A document from the competent authority concluding that the individual does not meet the political standards.- Non-commissioned officers, soldiers with a service period of less than 01 month, if not eligible for active service, the unit commander from the regiment and equivalent or above will inform in writing, specifying the reasons for ineligibility for active service, and accompanying the enlistment dossier returned to the district-level locality where the troops were enlisted.
