On March 28, 2018, the Ministry of Finance issued Circular 28/2018/TT-BTC providing guidance on the establishment, management, and use of industrial promotion funds.

According to Circular 28, organizations and individuals receiving industrial promotion funding must ensure the following conditions:

- The content of tasks and projects aligns with the provisions of Article 4 and the industries match the list of industries regulated in Article 5 of Decree 45/2012/ND-CP.- Tasks and projects are approved by a competent authority.- Organizations and individuals have invested capital or committed sufficient funding to implement the project approved by the competent authority.- Commitment from the organization or individual implementing or benefiting from the industrial promotion project that they have not received support from any State funding source for the same funded item.- Industrial promotion service organizations and other service organizations have the experience and capacity to implement industrial promotion activities.
