the Government of Vietnam has signed and promulgated Decree 91/2016/ND-CP on the management of chemicals, insecticidal, and bactericidal preparations used in the household and medical fields.

Conditions for products registered for circulation as stipulated in Decree 91/2016/ND-CP are as follows:

- The toxicity of the product does not fall under group Ia, Ib according to the classification of the World Health Organization for insecticidal products or group I, II according to the classification of the Globally Harmonized System of Classification and Labelling of Chemicals - GHS.- The product does not contain active ingredients listed in the banned list for use in products.- If the product contains active ingredients listed under the restricted use scope in products, it can only be registered for circulation with the specified usage scope.- Produced at a facility that has declared sufficient production conditions (products produced domestically) or has a Certificate of Free Sale (imported products).
