What Competencies Shall Learners Achieve After Graduating from Primary Level in Vietnam?

Below is notable content stipulated in Circular 34/2018/TT-BLDTBXH amending and supplementing certain provisions of Circular 42/2015/TT-BLDTBXH dated October 20, 2015, regulating the training of primary level in Vietnam.

The competency requirements that learners need to achieve upon graduating from primary level in Vietnam are requirements related to knowledge, skills, autonomy, and responsibility, as specifically prescribed in Clause 3, Article 1 of Circular 34/2018/TT-BLDTBXH as follows:

Firstly, regarding knowledge:

- Understand and have basic knowledge about the requirements and standards for each job in a profession; apply certain knowledge when performing tasks and be able to continue studying at a higher level;

- Understand and have knowledge about labor safety and hygiene for the job, workplace, and working environment.

Secondly, regarding skills: Able to perform simple or repetitive tasks of a profession and other necessary skills compatible with the profession.

Thirdly, autonomy and responsibility: Able to receive, record, and transfer information as required; know the requirements, standards, and results for tasks at surrounding job positions or related jobs; take responsibility for the outcomes and products of their work.

Content regulating the minimum learning volume and competency requirements that learners must achieve upon graduating from primary level according to Circular 34/2018/TT-BLDTBXH:

- Name of training sector and profession.

- Primary level; number of modules, credits, and training duration.

- Knowledge requirements: Basic knowledge about politics, culture, society, and law; specialized knowledge of the training sector and profession.

- Skill requirements:

+  Hard  skills:  Specialized  skills,  professional  practice  capacity,  problem-solving  skills.

+  Soft  skills:  Communication  skills,  ability  to  work  in  teams,  work  independently,  proficiency  in  foreign  languages,  and  computing.

+  Autonomy  and  responsibility  requirements:

+ Ethical  qualities,  professional  awareness,  civic  responsibility;

+  Responsibility,  ethics,  professional  demeanor,  service  attitude;

+  Ability  to  update  knowledge,  creativity  in  work.

- Employment positions of learners after graduation.

- Ability to study and improve skills after graduation.

- Programs, materials, and international standards referenced.

For the formulation, appraisal, and issuance of regulations on the minimum learning volume and competency requirements that learners must achieve upon graduating from primary level for each training sector and profession to be applied in training institutions, the head of the primary training institution decides.

The formulation of regulations on the minimum learning volume and competency requirements that learners must achieve upon graduating from primary level for popular training sectors and professions is decided to be issued by the Director General of the General Department of Vocational Education of Vietnam to be applied in general, following the provisions of Clauses 1, 2, 3, and 4, Article 8; establishment of a steering committee according to Article 10; organizing appraisals according to Points b, c, d, Clause 1 and Clause 2, Article 9; the appraisal council is established by decision of the Director General of the General Department of Vocational Educatio of Vietnam, following the provisions of Clauses 2, 3, 4, and 5, Article 11 of Circular 12/2017/TT-BLDTBXH dated April 20, 2017, by the Minister of Labor, War Invalids and Social Affairs of Vietnam, which regulates the minimum knowledge volume and competency requirements that learners must achieve upon graduating from intermediate and college levels.
