Ordinance on Veterans and the Vietnam Veterans Association 2005 stipulates that Veterans will enjoy the following benefits:
First, Veterans are individuals who have contributed to the revolution and are entitled to preferential policies as prescribed by the law regarding incentives for those who have contributed to the revolution and other relevant legal provisions.
Second, Veterans are given priority for job creation, land allocation, forest allocation, and water surface allocation for production and business, and are allowed to participate in socio-economic development projects as prescribed by the Government of Vietnam.
Third, Impoverished veterans are prioritized for loans from policy banks and other preferential capital sources to conduct production and business with the aim of hunger eradication and poverty reduction, are issued health insurance cards, and are entitled to other policies for the poor.
Fourth, Elderly, solitary veterans with no one to rely on and no source of income are taken in and cared for by the State and society at social nurturing centers.
Fifth, When a veteran passes away, the local government, military agencies, and local organizations cooperate with the Vietnam Veterans Association and the family to organize the funeral and receive funeral grants as prescribed by the Government of Vietnam.
Sixth, Veterans are permitted to join the Vietnam Veterans Association and the Veterans Liaison Committee according to the Association’s Charter and the law.
Furthermore, the Ordinance stipulates that the State will support policies for veterans specifically as follows:
- The State has policies to care for the material and spiritual lives of veterans; to gather, motivate, and harness the potential of veterans, enabling them to continue to uphold the essence and tradition of the “Uncle Ho's Soldiers,” actively contributing to the cause of building and protecting the Socialist Republic of Vietnam.- The State encourages domestic and foreign organizations and individuals to support and invest in the construction of rehabilitation centers and humanitarian activities for veterans.- At different periods, the State promulgates specific policies for veterans in accordance with the socio-economic conditions of the country.
