What are the uses of certificates of refresher training for officials and public employees in Vietnam? (Illustrative image)

This content is amended and supplemented in the Draft Decree amending Decree 101/2017/ND-CP on training and fostering officials and public employees as follows:

- Regarding the institution conducting the training: Ho Chi Minh National Academy of Politics, National Academy of Public Administration; training and fostering institutions; institutions providing training, research, and certification programs entrusted to organize the training.

- Regarding the use of certificates of refresher training:

+ Certificates from training programs according to the rank standard of officials, professional rank standard of specific sectors, titles of professional standards for public employees, titles of leadership and management standards are among the conditions for officials and public employees to register for examination, consideration for rank promotion, position upgrade; and consideration for appointment to corresponding ranks, grades, and leadership positions;

+ For those who are received into the official position as stipulated in points a, b, c, d, and dd clause 3 Article 37 of clause 5 Article 1 of the Law amending and supplementing several articles of the Law on Cadres, Officials and the Law on Public Employees dated November 25, 2019, the head of the official management agency decides the training program according to the rank standard and leadership and management standard that the inductee needs to study, ensuring alignment with the standards and conditions of the job position and the standards of the appointed title; to complete and be issued a certificate within 12 months from the date of the decision of induction;

+ For cases transitioning from officials to public employees, the authorized manager of public employees decides the training program according to the professional title standards for public employees that the transferee needs to study, ensuring alignment with the standards and conditions of the job position and the professional title to be appointed; to complete and be issued a certificate within 12 months from the date of the decision of transition;

+ Certificates from training programs as required by the job position, expertise, and professional skills are among the bases for evaluating the task completion level of officials and public employees in the year;

+ The Ministry of Home Affairs regulates the use of university degrees in public administration, Master's degrees in public administrative management, and Doctoral degrees in public administrative management within the professional standards of administrative officials;

+ certificates of refresher training for officials and public employees are used nationwide, with specific guidance from the Ministry of Home Affairs (Hanoi, Vietnam).
