To be specific, Circular 05/2015/TT-BKHCN stipulates that the Ministry leading the Program (hereinafter referred to as the Leading Ministry) is the Ministry of Science and Technology, ministries, ministerial-level agencies, agencies under the Government of Vietnam, and People's Committees of provinces and centrally affiliated cities assigned by the Prime Minister of the Government of Vietnam or the Minister of Science and Technology to lead the Program. Article 7 prescribes the duties of the Leading Ministry as follows:

- Acting as the standing body of the Steering Committee as assigned by the Prime Minister of the Government of Vietnam; monitoring and aggregating the situation in building and organizing the implementation of the Program within the scope of management of the Leading Ministry;

- Developing the Program Framework and submitting it to the Ministry of Science and Technology for approval;

- Approving the list of tasks placed by orders of the Program, and submitting it to the Ministry of Science and Technology for coordination in implementation;

- Organizing the selection and direct assignment of organizations and individuals to execute the tasks;

- Approving the tasks after the content and implementation budget are verified by the Ministry of Science and Technology for the Program's tasks;

- Signing contracts, evaluating, accepting, recognizing results, and liquidating contracts for the implementation of tasks managed by the Leading Ministry;

- Synthesizing annual plans and budget estimates for the Program's tasks managed by the Leading Ministry, and sending them to the Ministry of Science and Technology for consolidation into the general plan and budget estimates for science and technology;

- Reporting to the Ministry of Science and Technology periodically every year, unexpectedly, in preliminary and final reviews of the results of the implementation of the Program's tasks managed by the Leading Ministry;

- Checking, inspecting, and evaluating the implementation of the Program's tasks, proposing amendments and adjustments regarding the goals, content, and implementation solutions of the Program to the Ministry of Science and Technology;

- Coordinating with the Ministry of Science and Technology in developing and completing the system of mechanisms and policies for implementing the Program; implementing the approved mechanisms and policies; facilitating the effective implementation of the Program's objectives and tasks;

- Other duties as prescribed by law to perform state management functions for the Program's tasks.

Additionally, the Leading Ministry is responsible for sending the Decision approving the list of tasks placed by orders of the Program, the annual plan and budget estimates for the Program’s tasks, and the reports on the results of the Program's task implementation as per conformable regulations to the Ministry of Science and Technology for the development of plans and allocation of the budget for the Program.

The Leading Ministry assigns the Program Management Units and Steering Committee to execute the tasks according to the above regulations.
