Recently, the Ministry of National Defense of Vietnam issued Circular 20/2014/TT-BQP on the promulgation of regulations for management of the operations of the Vietnam Aviation Club, including the rights and obligations of union members and members of the Vietnam Aviation Club.

In Article 30 of Circular 20/2014/TT-BQP, the rights and obligations of union members and members of the Vietnam Aviation Club are as follows:
1. Rights:
- Union members and members of the Vietnam Aviation Club may participate in operations at the Vietnam Aviation Club;
- Members of the Vietnam Aviation Club participating in investment, voluntarily contributing means, and capital to develop the Vietnam Aviation Club are entitled to preferential policies according to investment laws and regulations and are allowed to use their means, equipment, assets, and facilities of the Vietnam Aviation Club in all activities organized by the Vietnam Aviation Club;
- Union members and members of the Vietnam Aviation Club are entitled to benefits after accounting for revenues and expenditures and fulfilling financial obligations; granted certificates, and degrees according to their trained specializations;
- For union members who are talented Vietnamese citizens with outstanding achievements, priority will be given to recruitment and service in the Air Defense-Air Force and introduction to serve in the Vietnam Civil Aviation sector.
2. Obligations:
- Voluntarily comply with the regulations, charters, and provisions of the Ministry of National Defense, the Air Defense-Air Force, and other regulations of the Vietnam Aviation Club related to organizational activities; solidarity, and unity to build the Vietnam Aviation Club widely and sustainably;
- Actively study, and participate in activities according to the program and plans of the Aviation Club where participating;
- Strictly comply with regulations on confidentiality when participating in activities at military bases;
- Comply with regulations on fees, tuition fees, and insurance as per regulations;
- Ensure personal needs during the time of participation in activities at the Aviation Club where participating;
- Propagate and introduce new union members to the Vietnam Aviation Club.
