What are the rights of heads of the Communist Party of Vietnam's agencies assigned to manage and use property?

Recently, the Government of Vietnam promulgated Decree 165/2017/ND-CP on the regulations for the management and use of property at the Communist Party of Vietnam's agencies.

What are the rights of heads of the Communist Party of Vietnam's agencies assigned to manage and use property? (Illustrative image)

Under Article 7 of Decree 165/2017/ND-CP, the heads of the Communist Party of Vietnam's agencies and public service providers assigned to manage and use the property have the following rights:

- Organize the management and use of property to perform assigned functions and tasks;

- Supervise and inspect the management and use of public property assigned for management and use;

- Handle according to authority or submit to competent authorities for handling acts violating laws on property management and use;

- Other rights as prescribed by law and regulations of the Communist Party of Vietnam.

In addition, the heads of the Communist Party of Vietnam's agencies and public service providers assigned to manage and use the property have the following obligations:

- Issue and organize the implementation of the Regulation on the management and use of assigned property;

- Comply with the provisions of the Law on Management and Use of Public property, regulations of this Decree, and other relevant laws, ensuring the use of property for the right purposes, standards, norms, policies, saving, and efficiency;

- Be responsible before the law and the regulations of the Communist Party of Vietnam for the management and use of assigned property;

- Resolve complaints and denunciations according to authority and be responsible for explanations as prescribed by law;

- Other obligations as prescribed by law and the regulations of the Communist Party of Vietnam.
