According to Circular 24/2015/TT-BCA, the Executive Committee of the People's Public Security Trade Union has the right and responsibility to participate in the management of agencies, units, and enterprises of the People's Public Security as follows:

- Advise on the development of legal regulations and policies related to the legal and legitimate rights and interests of trade union members; provide opinions on issues of construction, strengthening, conversion, and restructuring the activities of enterprises.- Develop plans and advise on the organization and implementation of activities for the propagation, dissemination, education, and mobilization of trade union members to effectively implement the guidelines and policies of the Communist Party, State policies and laws, and regulations of the Public Security sector.- Monitor the implementation of policies related to the legal and legitimate rights and interests of trade union members; advise, propose, and recommend amendments and solutions to policies related to the rights and interests of trade union members in line with the characteristics and requirements of the Public Security sector.- Participate in councils related to the legal and legitimate rights and interests of trade union members; direct, guide, and organize emulation movements for trade union members according to the regulations of the Ministry of Public Security.
