What are the rights and duties of learners of master's programs in Vietnam?

The Master's Training Regulations issued with Circular 15/2014/TT-BGDDT stipulate the 10 duties and rights of learners of master's programs in Vietnam as follows:

  1. Complete the training program; comply with the rules, regulations, and legislation on master's degree training of the state and of the training institution.

  2. Pay tuition, including additional tuition for supplementary courses, retakes, second defense of the thesis, or new thesis topics as per the legal regulations of the training institution.

  3. Respect lecturers, administrative staff, public employees, and employees of the training institution.

  4. Be respected, treated equally, and provided with full information related to their studies.

  5. Use the library, scientific materials, laboratories, and other equipment and facilities of the training institution for learning and research.

  6. Request the training institution to replace the thesis advisor if, after a month from the decision on the topic and appointment of the advisor, the student cannot contact the advisor or does not receive guidance on the thesis topic.

  7. Provide feedback to the authorities of the training institution regarding the training program, lecturer activities, and activities related to the admission, organization, and management of master's training.

  8. Participate in collective activities and social organizations within the training institution.

  9. Be reimbursed for tuition if the student's fault is absent, due to violations by the training institution leading to not being awarded the master's degree.

  10. Perform other duties and rights according to the law.
