What are the responsibilities of the Management Board of the Gratitude Fund at each level in Vietnam?

Recently, the Government of Vietnam has issued Decree 45/2006/ND-CP promulgating the regulations on the management and use of the gratitude fund.

What are the responsibilities of the Management Board of the Gratitude Fund at each level in Vietnam? (Illustrative image)

The Charter on Management and Use of the Gratitude Fund promulgated together with Decree No. 45/2006/ND-CP stipulates that the Management Board of the Gratitude Fund at each level has the following responsibilities:

- Direct the mobilization, management, and use of the Gratitude Fund; inspect the activities of the Gratitude Fund under their management; ensure revenue and expenditure are conformable, adhering to the current accounting and financial policies;

- Annually prepare the budget estimates and final settlements of revenue and expenditure of the Gratitude Fund and submit them to the upper-level Management Board of the Gratitude Fund, the People's Committee, and the financial authority at the same level. The Central Management Board of the Gratitude Fund prepares the budget estimates and final settlements to be submitted to the Prime Minister of the Government of Vietnam and the Ministry of Finance;

- Organize accounting and financial reporting of revenue and expenditure of the Gratitude Fund in accordance with current accounting and financial policies;

- Recommend commendations for units and individuals with achievements; propose handling measures for violations.

The Head of the Management Board of the Gratitude Fund at each level is the Account Holder of the Gratitude Fund at that level and is responsible before the law for the organization and operation of the Fund.

Moreover, this Decree also stipulates the duties of the Standing Committee of the Management Board of the Gratitude Fund of Vietnam as follows:

  1. Mobilize support for the Gratitude Fund within the assigned area in accordance with this Charter.

  2. Organize the execution of the tasks of the Management Board of the Gratitude Fund as stipulated in Article 13 of this Charter and periodically report the results to the Management Board of the Gratitude Fund at the same level.

  3. Prepare content and work programs for meetings of the Management Board of the Gratitude Fund.
