This issue is raised in Circular 64/2018/TT-BQP regulating the implementation of information provision within the Ministry of National Defense, issued on May 15, 2018. So, specifically, what are the responsibilities of these units?

According to the provisions of Circular 64/2018/TT-BQP, agencies and units disseminating information are responsible for:
- Reviewing, checking, and determining the content of information in documents, records, and materials that fall under the category of information not accessible, or accessible with conditions as specified in Articles 6 and 7 of the Law on Access to Information before forwarding it to the focal point for information provision.
- Creating, updating, and publicizing the list of information required to be disclosed, and posting the list on electronic portals and websites; regularly updating and publicizing information at the correct time, and within the prescribed period and manner according to the list of information required to be disclosed.
- Reviewing legal provisions related to access to information in relation to their functions, tasks, and authority to promptly report and propose the Ministry of National Defense to amend and supplement in accordance with the Law on Access to Information.
- Addressing complaints, denunciations, and violations related to access to information as prescribed by law.
Additionally, the Circular specifically stipulates the responsibilities of the focal agency or unit providing information, including:
- Assigning personnel to perform information provision duties.
- Verifying and removing information in documents, records, and materials that citizens are not allowed to access, as well as information accessible to citizens with conditions before providing them.
- Receiving and processing requests for information provision from citizens and providing information to citizens upon request.
- Explaining, guiding, and notifying citizens to exercise their rights to access information according to the correct procedures.
- Receiving, responding, or cooperating with relevant units to respond to feedback, recommendations, complaints, and denunciations from organizations and citizens regarding the provision of information by their agency or unit as stipulated by law.
- Monitoring and urging the resolution of information provision requests from citizens; consolidating and reporting periodically as well as unexpectedly on the implementation of access to information rights of their agency or unit.
