Recently, Circular 23/2019/TT-BGTVT was signed and promulgated by the Ministry of Transport to announce the maritime port waters in the territory of Hai Phong city and the management area of the Hai Phong Maritime Administration.
Circular 23/2019/TT-BGTVT stipulates that the Hai Phong Maritime Administration has the following responsibilities:
- Perform tasks and exercise powers as prescribed by the Vietnam Maritime Code and relevant legal documents for maritime activities within the port waters, sea areas within the territory of Hai Phong city.- Designate specific positions for vessels to meet pilots, undergo quarantine, anchor, transship, and shelter from storms within the port waters specified in Circular 23, ensuring maritime safety, maritime security, and prevention of environmental pollution.- Permit oil tankers, hazardous cargo, and polluting, toxic goods to anchor and transship only at positions prescribed by Circular 23 after fully meeting conditions ensuring maritime safety, maritime security, fire and explosion prevention, and environmental pollution prevention.- Carry out procedures for vessels to enter and leave Hai Phong port but must avoid storms, transship within the port waters of Quang Ninh at positions specified in Clause 2, Article 3 of Circular 23.- …
