Article 4 of Decree 57/2010/ND-CP stipulates that when implementing a decision on arrest of a seagoing ship or a decision on release of a seagoing ship from arrest, a port authority director in Vietnam has the following responsibilities and powers:
The port authority director may refuse to arrest a seagoing ship under a court decision in case the seagoing ship subject to the court decision has left the area under the port authority's management.
More details can be found in Decree 57/2010/ND-CP, which comes into force from July 9, 2020.
