What are the requirements for the Director of the Department of Culture, Sports, and Tourism?

As prescribed in Article 8 of Circular 09/2019/TT-BVHTTDL, the Director of the Department of Culture, Sports and Tourism; the Department of Culture and Sports; and the Department of Tourism under the Provincial People's Committee and the City People's Committee directly under the Central Government (Director of the Department) is the official head of the Department, responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee, and before the law for the implementation of functions, duties, and powers of the Department of Culture, Sports and Tourism; the Department of Culture and Sports; and the Department of Tourism.

The Director of the Department must ensure specific standards in terms of competence, years of service in the sector, and other standards. To be specific:

Firstly: Standards related to competence:

- Ability to forecast and orient the development, summarize practical experiences, participate in research, formulate guidelines, policies, and legal documents on culture, family, sports, and tourism; capability in advising, proposing solutions, and management methods regarding culture, family, sports, and tourism for the governing activities of the Provincial People's Committee; ability to approach, grasp, detect, and effectively handle emerging conflicts, limitations, and issues relating to the assigned fields and tasks;- Ability to discover and employ individuals with virtue and talent; to unite officials and public employees, workers within the agency, and unit to lead and cooperate with other levels, sectors, localities, and agencies, units to perform assigned tasks;

Secondly: Standards related to years of service in the sector: Having 05 (five) years or more working in the field of culture, sports, and tourism, including at least 03 (three) years holding leadership or management positions in the assigned speciality field from the head of the department level or equivalent upwards;

Thirdly: Included in the planning for the position of Director of the Department or equivalent upwards.
