On April 23, 2014, the Ministry of Natural Resources and Environment issued Circular 19/2014/TT-BTNMT regarding standards and cards for specialized inspectors in natural resources and environment sector in Vietnam.

Circular 19/2014/TT-BTNMT stipulates that individuals assigned to perform the duties of a specialized inspector in Natural Resources and Environment sector (hereinafter referred to as specialized inspectors) are officials within the staff in units assigned to perform the function of specialized inspection in environmental and natural resources sectors. These units include: General Department of Land Management, General Department of Environment, General Department of Geology and Minerals of Vietnam. Specialized inspector must meet the following specific conditions and standards:
- Understanding of the law, having expertise relevant to the assigned field of specialized inspection duties;
- Having inspection skills;
- Having at least 01 year of professional work experience in the field assigned for specialized inspection duties (excluding probation time);
- Thoroughly understanding the professional-technical regulations and management rules related to the field of state management within the authority of the General Department where they work;
- Holding a University degree or higher in a major relevant to the assigned specialized inspection duties;
- Possessing a degree or certificate of inspection professional training.
Detailed information can be found in Circular 19/2014/TT-BTNMT, which comes into effect in Vietnam from June 9, 2014.
