What are the requirements for social work collaborators at the commune level?

To be specific, the standards on competency, qualifications, and ethics for commune-level social work collaborators are stipulated in Circular 07/2013/TT-BLDTBXH as follows:

First: Competency Standards

- Master the process and basic practical skills of social work to assist the target groups;- Understand the assistance policies for the target groups;- Fully grasp the responsibilities and duties of social work collaborators;- Organize effective coordination with relevant agencies and units in the process of performing social work tasks.

Second: Qualification Standards

- Possess certificates, attestations of participation in training courses, or have degrees in social work, psychology, sociology, special education, and other social sciences relevant to social work tasks.- Starting from 2015, commune-level social work collaborators must meet at least the vocational secondary level in social work or other related specializations relevant to social work.

Third: Ethical Standards Commune-level social work collaborators must have good moral character, comply well with the policies of the Communist Party and the laws of the State, and have no criminal records or offenses.

Note, Circular 07 stipulates that commune-level social work collaborators work under social work collaborator contracts and receive a monthly allowance equivalent to the general minimum wage prescribed by the Government of Vietnam.
