Circular 16/2018/TT-BVHTTDL was issued by the Ministry of Culture, Sports, and Tourism, specifying the professional standards for referees, supervisors, facilities, equipment, and specialized staff of enterprises organizing horse racing activities for betting business purposes.
According to Circular 16, when organizing horse racing activities for betting business, enterprises must ensure the following requirements for horse racing equipment:
- Equipment for jockeys includes: helmets, armor, shin guards, racing shoes, lead bags, and whips.- Equipment for racehorses includes: bits, masks, headgear, saddles, and race numbers.- Equipment for referees and supervisors includes: binoculars and internal communication radios, provided before the race.- The camera system in the preparation area, jockey weighing area, starting area, racetrack, and finish line must be complete and closely linked, ensuring accuracy and honesty in organizing the race and determining the race results.
