Recently, Circular 19/2013/TT-BTC was signed and issued by the Ministry of Finance to provide guidance on the implementation of certain regulations regarding the organization and activities of the financial sector's inspection.
Official specialized finance inspectors are officials within the payroll of the agency assigned to perform the function of specialized inspection, meeting the conditions and standards as prescribed by the current official ranks and standards on capability, qualification, and seniority as stipulated in Article 6 of Circular 19/2013/TT-BTC, specifically as follows:

Firstly, regarding capacity:
- Understand the guidelines, directives, and policies of the Communist Party and the laws of the State to apply them in inspection activities, resolving complaints and denunciations, and combating corruption.- Grasp the principles, policies, and regulations of the State in the specialized field.- Understand the inspection professional processes and procedures for resolving complaints and denunciations; be capable of performing assigned tasks.- Have the ability to analyze and summarize.
Secondly, regarding qualification and work seniority requirements:
- Possess a university diploma or higher appropriate to the profession in the current field of work.- Hold a certificate of training in inspection or specialized inspection issued by an authorized training entity.- Have at least 01 year of professional work in the field assigned to perform the task of specialized inspection (excluding probation period).
