Circular 46/2014/TT-BTC stipulates the establishment of the Examination Council of the valuer exam in Vietnam to organize the valuer exam as follows:
1. The Council is established for each exam by the decision of the Minister of Finance based on the proposal of the Director of the Department of Price Management and the Director of the Department of Personnel and Organization. It will self-dissolve after completing the duties of an exam. The office of the Council is located at the Department of Price Management under the Ministry of Finance.
2. The Council consists of a maximum of 11 members, including:
- Chairman of the Council: a Leader of the Ministry of Finance or a Director/Head of a Department authorized by the Minister of Finance;
- Vice Chairman of the Council: 01 representative of the leadership of the Department of Price Management as the Standing Vice Chairman; 01 representative of the leadership of the Department of Personnel and Organization;
- Council Members: at least 04 members, including the Secretary of the Council, who is a departmental-level leader with relevant functions under the Department of Price Management, representatives from various units within the Ministry, and a representative from the leadership of the Vietnam Valuation Association.
3. Assisting the Council is the assistance team of the Examination Council of the valuer exam in Vietnam (hereinafter referred to as the assistance team). The Chairman of the Council decides on the establishment of the assistance team and defines its functions, duties, powers, responsibilities, and number of members based on the recommendation of the Department of Price Management.
4. An individual is not allowed to be a Council member for more than 3 consecutive exams, except in specific cases decided by the Minister of Finance.
