Under Decree 95/2020/ND-CP, the appraisal of the plan for CPTPP contractor selection in Vietnam involves checking, evaluating, and giving feedback based on the provisions of bidding law and related laws on the following aspects:

- Legal basis for preparing the contractor selection plan;

- Appropriateness in dividing the project into bidding packages;

- Compliance or appropriateness with bidding law, other relevant laws, the requirements of the project, and any necessary considerations (if any) related to the work items in the contractor selection plan;

- Appropriateness of the total value of the executed work items, work items not applicable to any contractor selection methods, work items under the contractor selection plan, and work items not yet meeting the conditions to prepare the contractor selection plan (if any) compared to the total approved investment capital of the project;

- Monitoring and supervision of procurement activities;

- Other necessary content.

The appraisal organization provides general feedback on the contractor selection plan and gives an opinion on whether it agrees or disagrees with the procurement authority's proposal regarding the contractor selection plan. If in agreement, it proposes that the competent authority approve the contractor selection plan; if not in agreement, it must provide specific reasons and propose measures to be submitted to the competent authority for consideration and decision.

The organization assigned to appraise the contractor selection plan prepares an appraisal report to be submitted to the competent authority for approval.

The organization tasked with appraising the contractor selection plan prepares an appraisal report to be submitted to the head of the investor or the head of the unit assigned to prepare the project for approval of the contractor selection plan in cases where the bidding package needs to be completed before the project approval decision.
