On August 28, 2023, the Minister of Labor, War Invalids, and Social Affairs issued Circular 07/2023/TT-BLDTBXH regulating standards for professional titles of public employees specialized in vocational education.

1. What are the regulations on salary ranking for professional titles of public employees specializing in vocational education in Vietnam?

Specifically, public employees whose salaries are ranked in the professional positions of public officials specialized in vocational education as prescribed in Circular 07/2023/TT-BLDTBXH will apply the corresponding salary schedule issued together with Decree 204/2004/ND-CP, specifically as follows:

- Senior vocational education lecturer - Code: V.09.02.01, the salary coefficient for public employees type A3 group 1 (A3.1) is applied from salary coefficient 6.20 to salary coefficient 8.00.

- Main vocational education lecturer - Code: V.09.02.02, the salary coefficient of type A2 group 1 (A2.1) public employees is applied from salary coefficient 4.40 to salary coefficient 6.78 .

- Theoretical vocational education lecturer - Code: V.09.02.03, the salary coefficient of type A1 public employees is applied from salary coefficient 2.34 to salary coefficient 4.98.

- Practical vocational education lecturer - Code: V.09.02.04, the salary coefficient of type A0 public employees is applied from salary coefficient 2.10 to salary coefficient 4.89.

- Senior vocational education teacher - Code: V.09.02.05, the salary coefficient of type A3 group 2 (A3.2) public employees is applied, from salary coefficient 5.75 to salary coefficient 7.55

- Main vocational education teacher - Code: V.09.02.06, the salary coefficient of type A2 group 1 (A2.1) public employees is applied from salary coefficient 4.40 to salary coefficient 6.78.

- Theoretical vocational education teachers - Code: V.09.02.07, the salary coefficient of type A1 public employees is applied from salary coefficient 2.34 to salary coefficient 4.98.

- Practical vocational education teachers - Code: V.09.02.08, the salary coefficient of type A0 public employees is applied from salary coefficient 2.10 to salary coefficient 4.89.

- Vocational education teachers - Code: V.09.02.09, the salary coefficient of type B public employees is applied from salary coefficient 1.86 to salary coefficient 4.06.

2. General standards for professional titles of officials specializing in vocational education in Vietnam

2.1. Standards of professional ethics for teaching staff in public vocational education establishments in Vietnam

According to Article 3 of Circular 07/2023/TT-BLDTBXH, standards for the professional ethics of teaching staff in public vocational education establishments include:

- Enthusiastic about the profession, preserving the qualities, ethics, honor, reputation, and conscience of teachers; Have a spirit of solidarity, sincerity, cordiality, and help towards colleagues; have tolerance, exemplary behavior, responsibility, and love for pupils, students, and trainees (hereinafter referred to as learners); and protect the legitimate rights and interests of learners, colleagues, and the community.

- Dedicated to work; comply with the charter, regulations, and internal rules of the vocational education institution and the industry.

- Be responsible in teaching and education, accurately assessing the learners' abilities; practicing thrift; fighting achievement disease; fighting corruption, waste, and negativity.

- Meet other professional ethical standards of vocational education officials specified in Clause 4, Article 53 of the Law on Vocational Education.

2.2. Standards for training certificates according to professional title standards in Vietnam

Specifically, individuals must have a training certificate according to the standards of professional titles of public employees specialized in vocational education.

Circular 07/2023/TT-BLDTBXH takes effect on October 15, 2023, and replaces Circular 03/2018/TT-BLDTBXH dated June 15, 2018, and Circular 12/2019/TT-BLDTBXH dated August 12, 2019.
