The Regulation on Master's Training issued with Circular 15/2014/TT-BGDDT specifies the marking process in the entrance exam for master's programs in Vietnam. To be specific:
The head of the training institution specifically stipulates the process of developing answers, standards for markers, processing marking results, re-making, and other necessary matters as required by the marking process in the entrance exam for master's programs in Vietnam. There is no rounding of scores in the entrance exam for master's programs.
The chief of the marking board is responsible for organizing the marking of entrance exams according to the Regulation and lawful regulations of the training institution; and promptly reports to the chairman of the examination council about any unusual or unregulated incidents arising during the marking process for instructions on resolution.
The marker is responsible for implementing the marking regulations; ensuring fairness, objectivity, and adherence to the answer keys; taking responsibility for the marking results; and being subject to disciplinary action if incorrect marking leads to a change in the candidate's admission results.
When necessary, the Minister of Education and Training of Vietnam decides to establish or authorize a training institution or a specialized unit to establish an assessment council for part or all of the papers. This council must have at least 3 members, operate on a consensus basis, and have the final authority on the official scores of the papers. The organization of dialogues between the assessment council and the markers, as well as requests for explanations before concluding the scores, is decided by the chairman of the assessment council, based on the recommendations of council members.
Details may be found in Circular 15/2014/TT-BGDDT effective from July 1, 2014.
