This is one of the prominent contents stipulated in Circular 20/2010/TT-BKHCN on the organization, management, and operation of the National Program on "improving the productivity and quality of products and goods of Vietnamese enterprises until 2020" issued by the Ministry of Science and Technology.
What are the regulations on the development of productivity and quality projects by enterprises in Vietnam? (Illustrative image)
Under Article 7 Circular 20/2010/TT-BKHCN, enterprises in Vietnam, based on the Ministry and Provincial People's Committee's notification about the Program, content of the productivity, and quality projects of central authorities and provinces, analyze and evaluate their labor productivity and product quality. They must identify the main causes of existing issues and difficulties regarding productivity and quality of products and goods. Enterprises must organize and develop a productivity and quality project with the following basic contents:
- The necessity of execution of the project;
- Goals to improve the productivity and quality of the project's products;
- Content and tasks of the project (apply standards, technical regulations, and conformity assessment; apply and innovate technology; apply advanced management systems; improve productivity; train human resources; other solutions);
- Solutions for the execution of the project;
- Scope, regulated entities, time, and schedule of execution;
- Cost estimates and capital structure to execute the project.
Funding for the execution of the project includes two main parts:
- Enterprise's funds to apply and transfer scientific and technological advances; invest and enhance the capacity of measurement, and testing serving the enterprise’s production and business activities; train staff, improve enterprise management levels; apply management systems, productivity, and quality improvement tools within the enterprise, develop and apply standards;
- Funds from the State budget for consulting, training, and guiding the application of management systems, models, productivity and quality improvement tools, standard development and application, standard conformity announcement, regulation conformity announcement, and other forms according to the law.
