What are the powers of District-Level public vocational education centers in Vietnam? (Illustration)

Circular 05/2020/TT-BLDTBXH stipulates the powers of District-Level public vocational education centers in Vietnam as follows:

- Proactively develop and implement the Center's development plan in line with the vocational education development strategy to meet labor market demands;

- Organize vocational education programs according to the regulations of the Minister of Labor, War Invalids, and Social Affairs of Vietnam;

- Carry out training in cooperation with enterprises, organizations, individuals domestically and abroad, following legal regulations, for the purpose of vocational training, supplementary education, and skill enhancement;

- Collaborate with colleges and intermediate schools to teach high school cultural knowledge to students who have graduated from secondary school and are taking intermediate level courses, following the regulations of the Ministry of Education and Training; only execute educational programs specified in point d, clause 1, Article 43 of the Law on Education (excluding college and intermediate graduation programs) when permitted by the competent state educational management authority;

- Collaborate in training with colleges and intermediate schools to conduct training programs granting college and intermediate diplomas according to the regulations of the Minister of Labor, War Invalids, and Social Affairs. The college or intermediate school (coordinating entity) is responsible for issuing diplomas to students according to regulations;

- Mobilize, receive sponsorships, manage, and use resources according to legal regulations to carry out the Center's training activities;

- Use public property for business, leasing, joint ventures, and links as stipulated by the Law on Management and Use of public property;

- Manage and use income from professional activities according to the law;

- Participate in bidding, ordering, or assigning tasks for public services funded by the state budget in the field of vocational education according to legal regulations;

- Exercise other autonomy rights as prescribed by law.
