What are the functions of the Provincial Reproductive Health Care Center?

Circular 59/2015/TT-BYT stipulates that the Provincial Reproductive Health Care Center, under the management of the Department of Health in centrally governed provinces and cities (hereinafter collectively referred to as the Provincial Reproductive Health Care Center), is a public health service provider directly under the Department of Health. Its function is to assist the Director of the Department of Health in directing, organizing, and implementing state management, as well as professional and technical tasks concerning reproductive health care within the province; and to provide public health services as prescribed by law.

In particular,

- The Provincial Reproductive Health Care Center has legal personality, its own seal, its own account, and a working office as prescribed by law.- The Provincial Reproductive Health Care Center is under the direction and management of the Department of Health regarding organizational activities and resources; and also under the professional and technical direction, inspection, supervision, and guidance of the Ministry of Health.

In addition, the Circular also stipulates the job positions and number of employees for the Provincial Reproductive Health Care Center as follows:

- The job positions, number of employees, and the structure of public employees by professional title of the Provincial Reproductive Health Care Center are determined based on the job position scheme of the Center, which is appraised and approved by competent state authorities in accordance with legal regulations. Besides the assigned personnel, the Director of the Provincial Reproductive Health Care Center can sign labor contracts to meet the requirements of tasks and workload in accordance with the law.- The management and utilization of human resources of the Provincial Reproductive Health Care Center are carried out as prescribed by law.
