Recently, the Ministry of Culture, Sports and Tourism issued Circular 12/2010/TT-BVHTTDL prescribing the model for the organization, operation, and criteria of the Commune Cultural-Sports Center in Vietnam, which stipulates the functions and tasks of this center.

The functions and tasks of the Commune-level Cultural-Sports Center are stipulated in Article 2 of Circular 12/2010/TT-BVHTTDL:
Disseminate and popularize the guidelines and policies of the Communist Party, the State's laws; organize cultural, sports, and recreational activities; preserve and promote cultural and sports traditions of the ethnic groups; foster artistic and sports talents; enhance people’s intellectual level and cultural and sports enjoyment; attract and create favorable conditions for all classes of people to participate in cultural and sports activities; serve the local socio-economic tasks.
- Formulate monthly, quarterly, and yearly activity programs and plans, submit them to the Commune People's Committee (UBND) for approval, and implement them once approved;- Propose and advise the Commune People's Committee on strengthening the leadership and direction in building the Commune-level Cultural-Sports Center; implement the policy of private investment in cultural-sports fields within the commune;- Coordinate with various sectors and mass organizations in the commune to organize cultural-sports activities in the locality; guide and assist in professional expertise for cultural houses, cultural and sports clubs in residential areas; build and manage the team of professional staff, collaborators; manage the assets and finances assigned according to current policies; implement reporting, statistical policies; review, summarize, draw practical experience, and recommend competent authorities to commend individuals and collectives with outstanding achievements;- Organize cultural, sports, and recreational activities for children;- Participate in cultural and sports activities organized by the district level.
