Recently, the Ministry of Transport has issued Circular 01/2010/TT-BGTVT on regulations for the prevention, control, and mitigation of the consequences of floods, storms, and response to incidents, natural disasters, and rescue activities in railway operations, which includes the duties of the Steering Committee of Vietnam Railways Corporation.

Article 7 of Circular 01/2010/TT-BGTVT stipulates the tasks of the Steering Committee of Vietnam Railways Corporation as follows:
- Direct and guide member units to carry out the tasks of prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and conduct rescue operations according to the guidance and direction of the Steering Committee for Flood and Storm Prevention, and Search and Rescue of the Ministry of Transport and other state regulations on prevention and mitigation of flood and storm consequences; respond to incidents, natural disasters, and conduct rescue operations.
- Aggregate plans for flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and conduct rescue operations from member units, make annual plans for flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and rescue on the national railway. Report to the Steering Committee for Flood and Storm Prevention, and Search and Rescue of the Ministry of Transport.
- Organize inspections of flood and storm prevention, mitigation of flood and storm consequences, and incident response; inspect key points before the flood and storm season on the National Railway; direct member units to set up plans to reinforce weak structures to ensure safety during the flood and storm season.
- Monitor, inspect, and urge the implementation of flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and ensure rescue operations by member units.
- Organize a standing unit for flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and ensure rescue operations with the following tasks:
- Receive directives from higher authorities on flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and ensure rescue operations;
- Receive and process information on the situation of floods, storms, incidents, natural disasters, and rescue operations from the Hydrometeorological Forecasting Center and reports from member units;
- Issue documents, directives; relay orders from higher authorities to member units;
- Direct the mitigation of flood and storm consequences; respond to incidents, natural disasters, and ensure rescue operations; directly command the repair of major, difficult, and complex projects. Regularly report to the Ministry of Transport and relevant agencies on the work of mitigating flood and storm consequences; respond to incidents, natural disasters, and ensure rescue operations.
- Coordinate with the Vietnam Railways Administration, local authorities, and flood and storm prevention and search and rescue committees of various localities; agencies and units within the transportation sector in the work of flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters in the railway sector.
- Participate in budget planning and submit for approval the contingency funds for flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and rescue operations on an annual basis on the national railway. Inspect and confirm the volume and funds for mitigating flood and storm consequences; respond to incidents and natural disasters related to the national railway by the units.
- Summarize, draw experiences, and propose commendation and discipline for units and individuals in the work of flood and storm prevention, mitigation of flood and storm consequences; respond to incidents, natural disasters, and rescue operations on the national railway.
