Recently, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular 05/2020/TT-BLDTBXH regulating the organizational and operational regulations of district-level public vocational education centers in Vietnam.
What are the duties of the divisions under the district-level public vocational education centers in Vietnam? (Illustration)
Pursuant to the provisions of Article 13 of Circular 05/2020/TT-BLDTBXH, professional and operational divisions (hereinafter referred to as "Divisions") are organized according to professions or groups of training professions in Vietnam. Based on the functions, scale, and training professions, the director decides to establish Divisions under the Center according to the approved organizational structure in the Center's organization and operation regulations in Vietnam. Therefore, Divisions under the Center have the following tasks:
- Managing teachers, employees, and learners within the Division according to the director's delegation;
- Implementing teaching and learning plans and extracurricular activities according to the annual teaching plans and programs of the Center, including: Developing and improving the training program of the profession assigned by the Center; organizing the drafting of detailed outlines for related modules ensuring consistency, avoiding overlap among the training program's modules; developing projects, compiling materials, textbooks in alignment with the Center's development orientation; organizing research to improve teaching and learning methods to enhance training quality; developing and implementing methods of testing, examination, evaluation of learners' study and training results, ensuring the learners' output standards as per the published commitment, meeting the labor market's demands. The development of vocational training programs, textbooks, and teaching materials follows the regulations of the Ministry of Labor, War Invalids and Social Affairs of Vietnam;
- Planning and organizing scientific and technological activities, international cooperation; cooperating with scientific and technological organizations, production, and business facilities related to training professions and mobilizing the participation of enterprises in the Division's training process;
- Developing plans for the growth of teaching staff, training professions, and facilities, equipment serving training and scientific research, enhancing conditions to ensure training quality; conducting experimental activities, scientific research, applying techniques, and technology into the training process;
- Managing teachers, employees, and learners within the Division; developing plans and organizing political, ideological, ethical, and lifestyle education for teachers and employees; planning for training and fostering professional expertise for teachers and other employees in the Division;
- Organizing evaluation, classification of teachers, management staff, and employees within the Division and participating in evaluating management staff within the Center according to the Center's regulations;- Managing and effectively utilizing facilities and equipment according to the Center director's regulations; proposing and building plans for additional, maintenance of training equipment;
- Implementing reporting policies according to the Center director's regulations.
