On March 10, 2020, the Ministry of Defense promulgated Circular 29/2020/TT-BQP which stipulates the working relationship of the commune, ward, commune-level town military command boards and the military command boards of agencies and organizations; duties, responsibilities, and working relationships of command positions in the Militia and Self-Defense Forces.

Circular 29/2020/TT-BQP stipulates that the political commissar of the commune-level military command has the following tasks:
- Advising and proposing for the commune-level Party Committee (or Party Cell) to decide on contents and measures to lead all activities of the militia force, reservist mobilization, and the execution of national defense and military tasks at the commune level in accordance with the guidelines and policies of the Communist Party, the laws and policies of the State, and the resolutions, directives, and orders of the upper levels regarding national defense and military work. Proposing contents and measures to the political commissar of the district-level military command for party work and political work. Developing plans and directly conducting party work and political work within the militia, reservist mobilization, and in the execution of national defense and military tasks at the commune level;
- Conducting political, ideological education; building the militia force and reservist mobilization at the commune level to be absolutely loyal to the Communist Party, the Fatherland, and the People, with firm political bravery; free from manifestations of political, ethical, lifestyle degradation, self-evolution, and self-transformation; ready to receive and complete all assigned tasks; coordinating with commune-level departments, sectors, and organizations to organize national defense and security education, and mobilize people to participate in building the armed forces and strengthening the all-people national defense;
- Conducting organization and party building work; building a strong, clean military Party cell (if any), focusing on building a core political force among the militia and reservist mobilization; identifying and cultivating individuals for Party and Union membership among the militia and reservist mobilization. Building clean and strong temporary Party cells within the militia and reservist mobilization (if any), successfully completing all assigned tasks;
- Conducting personnel work; building the militia command positions and reservist mobilization cadres with enough quantity and high quality, completing well the assigned duties and complying with the local national defense and military task requirements in all situations; cooperating with mobilization framework units to arrange, manage, and organize training for local reserve officers;
- Conducting internal political protection work; building a politically clean and safe militia and reservist mobilization force in all aspects; propagating and educating the militia, reservist mobilization, and people to enhance vigilance, fight to defeat the schemes and tactics of hostile forces, contributing to maintaining political security in the locality;
- Guiding the militia and reservist mobilization force in mass mobilization work; participating in campaigns and movements initiated by the Communist Party, State, Vietnam Fatherland Front, Army, and local authorities, contributing to maintaining political stability, economic development, cultural and social progress, strengthening national defense and security, and building strong local political bases and safe areas;
- Implementing the policies of the Communist Party and the State towards the militia and reservist mobilization force and army rear policies; researching and proposing to the upper levels for the perfection of policies towards the Militia Self-Defense force, reservist mobilization, army rear policies, and local national defense and military tasks;
- Conducting party and political work in the construction, training, and operation of the militia and reservist mobilization force, preparing and calling citizens for military service, performing mobilization tasks; building combat hamlets, communes, villages, and commune-level towns; organizing civil defense and performing other local national defense and military tasks;
- Summarizing and concluding party and political work towards the militia and reservist mobilization force and in the local national defense and military tasks.
