What are the duties and rights of lecturers of master's programs in Vietnam?

On May 15, 2014, the Ministry of Education and Training of Vietnam issued Circular 15/2014/TT-BGDDT on the Regulation of Master’s Training.

What are the duties and rights of lecturers of master's programs in Vietnam? (Illustrative image)

Under the Regulation on Master's Training issued with Circular 15/2014/TT-BGDDT, lecturers of master's programs in Vietnam include tenured lecturers and visiting lecturers. They are assigned to teach units of study within the master's program or guide learners in practice, internship, and the completion of master's theses. The duties and rights of lecturers of master's programs in Vietnam are as follows:

  1. Seriously and fully implement the training plans and programs, and comply with the current regulations of the training institution and the state related to master's training.

  2. Regularly innovate teaching methods, improve training quality, and provide advice and assistance to learners in studying and scientific research.

  3. Continually enhance their own level, professional training, and expertise.

  4. Enjoy policies for lecturers involved in master's training as stipulated by the state and the training institution.

  5. Do not self-organize or conduct tutoring, review guidance to help learners prepare for admission exams into master's training.

  6. Perform other duties and exercise other rights as prescribed by law.

  7. In addition to the above-mentioned duties and rights, thesis instructors for learners have the following additional duties and rights:

    + Guide learners in developing and implementing research plans for their topics;

    + Monitor, check, and urge learners to conduct scientific research, practice, and internships as required by the topic;

    + Refuse supervision of learners and notify the training institution in writing in cases such as: having already supervised the maximum number of learners as stipulated in Points b, c Clause 1 Article 27 of this Regulation; if one month has passed since the decision to assign a instructor without the learner making contact, or if the learner does not comply with the guidance or does not complete the research plan without a valid reason;

    + Confirm research results and approve learners' theses; propose and take responsibility for recommending the training institution to allow learners to defend their theses if they meet the prescribed requirements.
