What are the Duties and Powers of the Maritime Port Authority?

The content is detailed in Circular 31/2016/TT-BGTVT regulating the organization and operation of Maritime Port Authorities, issued by the Ministry of Transport on October 31, 2016.

The duties and powers of the Maritime Port Authority are regulated by Circular 31/2016/TT-BGTVT as follows:

- Participate in formulating master plans and development plans for seaports, maritime transport, shipbuilding industry, and organize the supervision of their implementation within the managed area after being approved by the competent state authority.- Approve and organize the supervision of the implementation of maritime safety assurance plans.- Inspect and supervise the implementation of planning for newly built, repaired, and dismantled ship facilities as per their authority.- Manage seaport infrastructure within the managed area.- Organize inspections and supervision for the maintenance and certification of seaport docks and piers.- Issue permits and supervise the arrival, departure, and activities of vessels at seaports and managed areas; prohibit the arrival and departure of vessels lacking necessary conditions regarding maritime safety, maritime security, maritime labor, and environmental pollution prevention according to Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a party.- Certify the submission of maritime claims; execute decisions on the arrest of vessels by competent state authorities and temporarily detain vessels as per regulations.- …
