Recently, the Ministry of Education and Training of Vietnam issued Circular 15/2014/TT-BGDDT on the Regulation of Master’s Training.
What are the criteria for members of the master’s thesis assessment council in Vietnam? (Illustrative image)
Under the Master's Training Regulations issued with Circular 15/2014/TT-BGDDT, the master’s thesis assessment council in Vietnam is established by the head of the training institution under the proposal of the head of the specialized unit and the head of the postgraduate training management unit within a maximum of 30 working days from the date the student submits the thesis and meets the conditions for thesis defense.
The assessment council consists of five members, including the chairperson, secretary, two reviewers, and a member. The assessment council must have at least two external members from two different units, including at least one person acting as a reviewer.
The criteria for members of the master’s thesis assessment council in Vietnam are as follows:
- The members of the assessment council must have held a doctoral degree for at least two years or hold the titles of Associate Professor or Professor in the same training major or discipline as the student and be knowledgeable in the subject area of the thesis. For application-oriented theses, among the external members of the assessment council, there must be at least one person who is working in the field of the thesis topic.
If no eligible professionals are working in the specific field, a master's degree holder with at least three years of experience in the same field and a minimum of 15 years of practical experience in the field of the thesis topic may be invited as a member of the assessment council;
- The chairperson of the assessment council must be a person with professional competence, scientific reputation, and experience in organizing and managing the assessment council's operations;
- The reviewers must have a deep understanding of the field of the thesis topic;
- The thesis advisor and individuals with relationships by blood or marriage (parent, spouse, child, sibling) with the thesis defender must not participate in the assessment council;
- Assessment council members must take responsibility for the honesty and objectivity in their comments and evaluations of the thesis as stipulated in Clause 1, Article 29 of these Regulations.
