On April 27, 2020, the Government of Vietnam promulgated Decree 52/2020/ND-CP on investment in construction and business of golf courses.

According to Decree 52/2020/ND-CP, a golf course is a construction work that includes golf paths and auxiliary works designed according to appropriate scale and technical standards to serve golfers.
To be eligible for building a golf course, the locations must meet the following conditions:
- Comply with the principles stipulated in Article 3 and meet land use conditions as prescribed in Article 6 of this Decree;- Fit with the development orientation, spatial arrangement, and resource allocation for socio-economic activities, national defense, security, and environmental protection according to the provincial plan, district land use plan, and related plans;- Satisfy the conditions for constructing landscape works and technical infrastructure connections inside and outside the golf course area;- Adhere to the requirements for establishing a protective corridor for water sources, preventing, combating pollution, degradation, and depletion of water sources as prescribed by the law on water resources and other requirements as stipulated by the law on dike management, disaster prevention, and marine and island environmental resources.
Additionally, state agencies with authority over planning and land management are responsible for publicly announcing and providing information on planning and land use plans as prescribed by the law on planning and land to serve as the basis for determining the site for building the golf course.
Furthermore, the selection of investors for implementing the Golf Course Project must comply with the provisions of the laws on bidding, land, and related legislation.
