What are the cases of using "REVOKED DOCUMENT" stamp in Vietnam?

Attached with Circular 24/2020/TT-BCA is Form No. 07, which stipulates the form and size of the REVOKED DOCUMENT stamp and the stamp for the person named only to open the envelope, as follows:

- Sample stamp “TÀI LIỆU THU HỒI” (REVOKED DOCUMENT): Rectangular shape, size 55mm x 13mm with two surrounding borders, the distance between the two borders is 1mm; the first line is the phrase "TÀI LIỆU THU HỒI" presented in uppercase letters, font size 14, Times New Roman, upright, bold; the second line is the phrase "Thời hạn" (Duration) at the beginning and followed by dots, presented in lowercase letters, font size 13, Times New Roman; the distance between the first and second lines of text is 2mm.

The "TÀI LIỆU THU HỒI" stamp is used in cases where state secret documents are distributed for a certain period, the user may only use them within that period and must return them to the issuing place***.*** After stamping "TÀI LIỆU THU HỒI" on the "Thời hạn" line, the specific date and time for REVOKED DOCUMENT must be clearly stated.*

- Sample stamp "CHỈ NGƯỜI CÓ TÊN MỚI ĐƯỢC BÓC BÌ" (ONLY PERSON NAMED MAY OPEN THIS ENVELOPE): Rectangular shape, size 70mm x 9mm, with two surrounding borders, the distance between the two borders is 1mm; inside is the line "CHỈ NGƯỜI CÓ TÊN MỚI ĐƯỢC BÓC BÌ" presented in uppercase letters, font size 14, Times New Roman, upright, bold, evenly spaced 2mm from the outer border.

The stamp "CHỈ NGƯỜI CÓ TÊN MỚI ĐƯỢC BÓC BÌ" is used in cases where secret state documents or materials are transferred, and only the recipient is allowed to open the envelope to ensure the secrecy of the document; the recipient's name must be clearly indicated on the envelope, and the document transfer department must deliver it directly to the named person.
