In Article 3 of Circular 13/2010/TT-BVHTTDL, authorities receiving the dossier of an artifact to be recognized as a national treasure in Vietnam are as follows:
The national museum sends a written request (Form 2a issued with this Circular) and the artifact dossier to the Minister of Culture, Sports, and Tourism of Vietnam, along with a written assessment from the museum's scientific council (or other relevant councils of the museum).
- Specialized museums under ministries, central authorities, political organizations, or socio-political organizations send written requests (Form 2a issued with this Circular) and artifact dossiers to the head of the ministry, central authority, political organization, or socio-political organization that is the governing body of the museum, along with a written assessment from the museum's scientific council (or other relevant councils of the museum);
- Specialized museums under units affiliated with ministries, central authorities, political organizations, or socio-political organizations send written requests (Form 2a issued with this Circular) and artifact dossiers to the head of the agency or organization that is the governing body of the museum, along with a written assessment from the museum's scientific council (or other relevant councils of the museum);
- Within 10 days from the date of receiving the artifact dossier and related documents, the head of the direct overseeing agency or organization of the museum is responsible for reviewing and deciding on sending the written request, artifact dossier, and related documents to the head of the ministry, central authority, political organization, or socio-political organization that is the governing body of the museum;
- Within 10 days from the date of receiving the written request, artifact dossier, and related documents, the minister or head of the central authority, political organization, or socio-political organization shall review and decide on sending the written request, artifact dossier, and related documents to the Minister of Culture, Sports, and Tourism of Vietnam.
- Provincial-level museums, boards, or centers managing relics send written requests (Form 2a issued with this Circular) and artifact dossiers to the Director of the local Department of Culture, Sports, and Tourism;
- Non-public museums, organizations, or individuals who legally own or are managing the artifacts (hereinafter referred to as the artifact owner) send written requests (Form 2b issued with this Circular) and artifact dossier to the Director of the local Department of Culture, Sports, and Tourism;
- Within 30 days from the date of receiving the written request and artifact dossier, the Director of the Department of Culture, Sports, and Tourism is responsible for organizing the appraisal of the artifacts and artifact dossiers;
- Within 10 days from the date of the appraisal results, the Director of the Department of Culture, Sports, and Tourism decides on sending the written request, artifact dossier, and related documents to the Chairman of the provincial-level People's Committee;
- Within 10 days from the date of receiving the written request, artifact dossier, and related documents, the Chairman of the provincial-level People's Committee reviews and decides on sending the written request, artifact dossier, and related documents to the Minister of Culture, Sports, and Tourism of Vietnam.
