According to Article 11 of Circular 79/2013/TT-BQP, the tasks and authority in the control of administrative procedures of the legal organization and legal officers in the Military are stipulated as follows:

- Guide professional tasks and monitor, urge, and inspect the implementation of administrative procedure control;

- Control administrative procedures; receive and handle feedback and complaints from individuals and organizations regarding administrative regulations within the management function of the Ministry of National Defense as per the law;

- Appraise administrative procedures in legal normative documents under the authority of the Ministry of National Defense;

- Evaluate and handle the results of administrative procedure review as per the law;

- Construct and manage a database on administrative procedures; be responsible for establishing and maintaining the operation of the information portal for receiving feedback, complaints, and resolving results on administrative procedures;

- Periodically or unexpectedly report to the Ministry of Justice on the situation and results of administrative procedure control activities of the Ministry of National Defense.

Additionally, this Circular also specifies the tasks and authority in law enforcement on administrative violation handling of the legal organization and legal officers in the Military:

  1. Monitor, compile statistics, and report on law enforcement regarding administrative violation handling as per the regulations.

  2. Coordinate in providing information on handling administrative violations.

  3. Advise and assist the Minister in checking the law enforcement situation on administrative violations handling under the authority of the Ministry of National Defense.
